What tools to i need to make UT99 Weapons?

UTPAD looks great, glad i signed up!

Im an member from the {oToD} clan, and i was wondering if anyone knew of what i would need to build weapons, specifically the sniper rifle.
I have some ideas and i dont know what tools to use, many clans have thier own weapons...Any help would be appreciated. I am also on the hunt for tutorials..

...we're glad you signed up, too! There is a weapon design section here in our forum. Also a skinning section that has info, too. TickleMonster has provided an overview and a couple of tutorial sites and resources to get you started. Look for it about halfway down in the main forum page. Let us know how you make out.
