if I start UT99/GOTY with Window/FullscreenColorBits=32 whatever for resolution, then it stagnate, the menu, ingame, just all since I start it.
Sample: 5sec wait, 1 frame show, 5sec wait, 1 frame show...
It's just because of the 32Bit mode with the UnrealEngine, I have the same problem in Rune, it use the same Engine.
Anyone know some settings in UT or GPU to play with 32Bit?

It stagnate since I get my GeForce A6600GT.
EDIT: The sound is clearly at 32Bit, without stagnate.
I know it has been a while since you posted this and I hope you have the problem solved. If not, try this.
It sounds like you need to enable your 6600 in your bios and disable your onboard video. I can't remember exactly the setting was called as I haven't had onboard in quite a while.
